Remember that planning is fundamentally about 

  • improving systems by
  • improving processes
    • doing more of what helps, and
    • doing less of what hinders

How do you know which is which? Simply ask those who are the recipients of your contributions

 

This means

  • knowing & understanding your systems: purposes, processes...
  • documenting major processes, eg, midyear reporting
  • monitor the processes in action (make observations and collect data)
  • implement continuous improvement (remember that implementation means making it part of the culture)
  • and apply Deming
